Aren't those urban communities the same ones that are under the strictest of lockdowns? Wouldn't those be the children who are least likely to be in a classroom right now, and as a result have less risk of exposure? I don't personally see a path here for promoting both the child's well-being and protecting those of a more senior age who live in close contact with those children, short of removing one or the other from the home and isolating them from what may well be their entire reason for drawing breath in the first place.

As to the vaccines that were available prior to distribution of the US vaccine, I can't even begin to answer that question.
