It's probably a more common solution for higher being civilizations.

How embarrassing for us as a species to allow our own live like wild filth in capital streets and as parasites on our governing systems. No doubt we are judged for it as it reflects our sentience and status. Seems cruel but then it starts making sense to give either a choice of being a contributor to our species or die.

This is perhaps a very foreign existence an understanding to us. An existence where one's species is in constant conflict with others.
