First they ridicule, then they intimidate, and that is how it all got started with Project Blue Book. They would make good honest people feel lower than mud for being truthful and reporting strange, and potentially threatening events. But the outcome was always the fact that 'they' had times and locations of a phenomena that they could not track down alone.
Your summation resonates well in alot of practical ways; but in today's world I don't doubt that taking a person's life apart, beginning at the periphery, is still the best way to inevitably affect someone to their core.
I think that it supersedes nearly every means of self-defense.

Well now, and on the other hand ….
Sentient and indigenous non-human Earthly life could very well reside anywhere from inside mountain ranges, to 'beneath' seabeds, in a series of temperate and functional city-sized spaces that they created below the top layers of Earth's 1800-mile-deep mantle, countless millennia ago.
If Aliens/NHI first came here prior to the emergence of Humanity, and their anonymity has always been essential to them, there is no reason to think that they have any concerns about Humanity wanting to know about who they are, and where they are from. And, if they have been here for 'that' long, there is also no reason to even remotely suppose that they consider Humans to be the primary occupants or sole possessors of the planet.
Based on this alone, “true” disclosure may be a long way off.
Ultimately, the decision to safeguard the privacy, the identities, the lives, and the locations of the home worlds of any Earthly NHI, may never have been ours. Hence, the world's governments may simply be acquiescing to some very formal requests that have long been made by other races of beings, to whom adherence to those requests is essential, valuable, and important.
This is to say: It may not be within any government's rights to simply or blatantly afford 'disclosure' to our world.
Thus, when disclosure finally does occur, you might just be right: It will probably come by way of a mass, wholly-visible, and irrefutable sighting, and I suspect that it will happen on its very own terms, sans any help from “official” or political channels.
